[TheThinkTank] Business Plan for Community Bike Shop

Get a core group of folks with some long term dedication and start
deligating areas of responsability. Even if the bulk of folks are "hang
outers", a small core group with clearly defined objectives and goals can
get a hell of a lot running with little resources.
