[TheThinkTank] shop bike racks, locking tools

Consider gettings things donated and the sky is the limit.  We were able to
get $15k worth of double tiered racks for $1k.

As for locks, they make rolling locking tool chests, we don't have one yet
but we hope to get one donated.
