I recently saw this article- London is set to have more bicycles than cars
coming into the city at rush hour in the next few years. They cut their car
entry by half in 15 years! What strategies did they use? Anyone from there

Also, some years ago there started to be a surcharge on vehicles driving into=
 central London each day.  I'm not sure of it's current status though.

The congestion charge played a big part in it:

2003, so their 15-year timescale is almost certainly meant to
correspond with that.

The fact that their (conservative and right-wing) mayor is very
pro-bike and dedicated a billion pounds to cycling infrastructure has
likely helped too.

It's nice when bike infrastructure is just considered to be a good
thing by politicians, and not a right-wing wedge issue.
