Here's a rough sketch in pdf and jpg that should explain it better. It's super simple and obvious once you see one in action. You can wrap the drop bars in tape or even old dead tubes to protect the bike you're working on from getting scratched. 

Feel free to offer improvements or suggestions. Again, this wasn't my design. I wish I could remember where I first saw it. It might have been on this list but it's been almost 10 years...
 
If you have two people working on it, you'll want to weight the BMX bars down with something, especially if they're both working on drive train stuff and using the pedals. A milk crate full of freewheels works great.

I built one of these years ago and it took a couple hours. With more hands helping, it would be much faster. It would definitely add some fun bike flavor to the space and be useful. 

And it goes without saying that putting this in an open area where tools live and are accessible leaves it open that someone could come and disassemble it. Spot welding it together once assembled would help.

Hey y'all, 

I'm working on a collaboration between an NYC community garden and the Mechanical Gardens Bike Co-op to start a bike repair outpost in a shipping container. Before we get started on building the shop, we'll be making some pedal powered gardening tools, and an outdoor repair station. Do you have an outdoor repair station* for open-access community use at your shop? If so, please send me a photo and I'll compile them into a shared folder :) 

*Just to be clear, I'm not looking for an off-the-shelf solution, but something creative you or someone else made. I've attached a photo of the one at Neighborhood Bike Works in Philly as a reference.
