That's really funny!  I think nearly the opposite!  We can educate people all we want, but most of the people that I talk to don't want to be in the road with cars.  If we can create safe places for people to walk and bike, they'll be more likely to make that choice.  Of course, we still need to teach them that the choice is available, and how to be safe while making that choice.  So, there's definitely a big place for education and awareness, but people won't use that education if they don't feel safe.

That said, I am VERY happy to share what we have--I have rough drafts of the toolkits.  Send me a separate e-mail, and I'll get them to you.
