When organizing volunteers for large events I used Volunteer Local. Online registration, search features, do it yourself options such as what fields volunteers need to fill out, confirmation emails, etc. Not sure cost because they were a partner of the org.

At the Bike Church, we use Google Docs and calendar for all these things. . . for better, or for worse.
