We do "Bikes for Goodwill Organizations" as a complementary service to other local non-profits, they qualify people as in-need, we give them a bike.

In all of our programs, we have tried to set up a referral agency or used existing criteria to identify need rather than coming up with our own application.
We build bikes and bicyclist, and we do a decent job of that. We are not experienced or very good at determining level of need or qualification for financial assistance. So we ask the WIC program, the shelter, Goodwill, and other orgs that already do this to refer people to our bike classes. It works great for us.
You might be able to use free-and-reduced lunch as a qualifier for scholarship, especially if the school can help verify that. Or have the school provide you with referrals for scholarship.
