I'm re-visiting this thread. 

The bike valuation guides provided refer to bikes that have been fixed up and gone over by a mechanic or trained volunteer, I assume. 

How do you determine the value of Earn-a-bikes that still need fixed (assuming you have such a program)?  How do you account for the time required of the Earn-a-biker to fix up the bike? For example, do you reduce the value by $x per bearing overhaul needed, shifter needing replaced, cable needing replaced, chain needing replaced, etc.? Or do you count time spent working on the bike as volunteer time applied towards earning the bike?

Having a $50 tag on a particular bike signifies to our volunteer staff that the bike qualifies to be given away at no charge (as part of our "Community Bikes" program where we partner with the local food bank and other social organizations).  So essentially that number has meaning to our staff.  How we actually settled on the $50 was based in what we feel these bikes are valued at in terms of hours of work and any parts that go into them.  Our organization gives away approximately 50 bikes per year so at any given time we'll have maybe a 1/2 dozen Community Bikes on hand.  Also in stock will be a one or two dozen bikes ranging in price from $100 up.
