For a mobile workshop, the trailer is going to be key.  Who will be pulling it over what terrain can determine how heavy it can be.  In Chicago, since it is flat here, it's not hard to tow 350+lbs on a bicycle.  With Ontario being pretty hilly I'd think closer to 200lbs is good for a basic rider.  That is enough to carry all the basic stuff you would need.  You can fit an entire bike shop and bike storage into a medium sized van.

A custom made trailer, like the one Pedal To The People has, is awesome.  Fabricators in your area should be able to make something with a basic design.
