Coatesville Community Bike Works gave away over 300 helmets at an event in July of last year, and haven't seen any in use since then. We're not doing it again. It reinforces the "gimme" mentality a lot of our citizens have.

We don't order helmets, but we do order locks (u-lock plus cable) and lights (planet bike blinky sets, and the step up from blinky) which are sold at 30-50% markup, offered to our free bike program applicants for cost + 10%, until we can get a sponsor to cover the cost. Through J & B Importers.
Our Department of Transportation gives us helmets which are given away free, with no tracking or oversight (we don't keep track of how many are distributed to whom and they don't seem to mind).
