It does depend on the train. Here's a link to Amtrak's policies on bikes...
The main exception to the bike rules is folding bikes. Generally speaking, folding bikes are allowed on all Amtrak trains as carry-on luggage. If you do decide to bring any bike on board, including a folding bike, be sure to print out a copy of their policies. Many conductors aren't aware of all the nuances and having some proof with you is always helpful.
