There is also a coating on the rubber.  You might get better results if you can remove the coating.  That is what the sandpaper is for when patching a tire.

you need to allow vulcanizing fluid to dry before applying the patch.
not so with glues.

glues need to be wet when you apply the things to be attached.
vulcanizing fluid needs to be dry.
