My suggestion would be to contact the League of American Bicyclists. They have League Certified Instructors that generally work in these types of situations. As a part of their ongoing certifications they have ongoing training and are provided insurance coverage.

The City of Albuquerque Parks and Recreation Dept. is seeking applicants for a contractor to lead a bike/pedestrian safety education program and spear head our Safe Routes to School program. This is a one year contract with the possibility to renew if funding is available and has a cap of $35,000 per year.
