What specifically do you mean by "earn a bike"? Lots of orgs use this term to describe widely different formats/structures.

I can ask Alix to send you our budgets for Charlie's Freewheels build-a-bike classes. They are 9 or 10 workshop sessions that go through a whole bike build and include safety and riding skills. We run this program for Girls and Trans* -identified youth 3 times a year so you could use the budget for whatever works for you :)
