I think it's more of a practical issue for many smaller shops- the summer bike season is in full swing and it seems counter-intuitive to have a gathering right in the middle of the summer, when people are pretty busy in their own communities. Smaller shops usually have less volunteers as well to handle logistics when some are gone. Best to have it as a celebration to end/start the season when shops are less busy.
