There is often 'unusable' space in these types of developments. we were approached about putting in a small 'bike station' under some stairs for a parking garage. If you can keep the footprint to a minimum, space can be found free or dirt cheap- especially if they are looking at measures to reduce auto traffic.
On that last note, there will be huge $ incentive for the developer to reduce parking- a council or other decision maker would look at what alternatives and/or incentives are being provided in order to reduce parking demand.
