I don't know if it will be relevant because it's in the Canadian context, but you could contact Better environmentally sound transportation (BEST) in vancouver BC. They do bike valet for all kinds of big city events here.

Does anyone have good liability coverage for running bike valet for an event? Bicycling for Louisville can't seem to find the special event overage it needs to enter a contract with a local festival to park about 500/day for 3 days. Any leads appreciated.Thanks,BellaFalls City Community Bikeworks
