In a similar way, we allow low income people to take classes from us for free if they have an "access" card (used for medicare, food stamp, unemployment, etc. in PA)  It is imperfect, but I would have to agree with Scott.  You would have to ask a lot of really nosey questions to try to make that kind of determination yourself.

You might be able to use free-and-reduced lunch as a qualifier for
scholarship, especially if the school can help verify that.  Or have the
school provide you with referrals for scholarship.
