Since bikerowave is volunteer owned/ operated volunteers who have been there a month or so, who are in good standing, and who maintain 12 hrs of volunteering a month get free stand time, access to our Friday volunteer only shift, and receive a discount of 45% off new and used items (10% above cost). They can purchase from what we have in stock or order from a distributor. They also have the option of consigning complete bikes through our shop ( a limited amount per year and a limit of 1 month for the consignment, with 10% to the shop). There are additional perks as well but those are the most utilized. 
We have at least one head mechanic on each shift (a key holder who knows how to deal with cash etc). They are responsible for posting a shift report that includes all volunteers for a shift and be amount of hours contributed. Additionally folks who do odd work not during the shift self report. It's not perfect by far but volunteers are encouraged to check the forum and make sure their hours are properly given. 
Additionally we offer the same discounts to other local bike coops. They give us a monthly list of their membership.

Aggreed upon conditions include signing a keylist contract and a mandatory amount of volunteer time monthly. For us this ends up being about 10-15 hours per month.

As far as abusing the priveleges go, keylist volunteers are able to order as much as they want as long as it is for themselves and not other people or being sold. In my experience, I have had close enough contact with our keylist volunteers to detect this sort of abuse if any. If there ever is a problem, you could always revoke these very valuable priveleges.
