patch kits use vulcanizinig fluid, not glue. or at least thats what we use in our shop for bulk patching of tubes.
you need to allow vulcanizing fluid to dry before applying the patch. not so with glues.
glues need to be wet when you apply the things to be attached. vulcanizing fluid needs to be dry.
