Check out africycle.org they're in Uxbridge, Ontario.
They have a shop in Malawi and regularly send shipping containers overseas. They only send mountain bikes, though, and road/cruisers get put up for sale locally to fund the operation. They'd at least be a good starting point to see if there's an easy way to set that situation up.
