I don't think this will stand up to much abuse, but for some it might be handy for taking tools to an event:

 

 

Use washer stacks next to the handles to create grasp cut-outs.

 

Recommended product is "Great Stuff" by Dow Chemical

 

Otherwise it is layout and Forstner bits in hardboard (Masonite®), a jigsaw, filing, and a protective coating.  Or Photocopies lacquered to pegboard :-)
