I lived in Minneapolis in 2017~2019 so my info might be a bit out-of-date.

The Hub Bike Cooperative (https://www.thehubbikecoop.org/) is a worker Co-op, but outsiders engage with it like a traditional client/customer in a bike shop.  Their south location has a DIY space, they do have used parts, but it's somewhat limited compared to a full-on Community Bike Shop.

Cycles for Change is a Community Bike Shop with two locations, one in Minneapolis and one in St-Paul.  Unfortunately Google Maps shows them as Permanently Closed and their website is down.  When I tried to go volunteer there (in ~2018) I was told they didn't need more volunteers, and to wait until the next recruitment season.

For community-engaged volunteering and recycling, I found a better venue was FreeGeek Twin Cities.  Computers are totally different than bicycles, but the issues with disposable goods and equity of access exist there as well.
