The fact that their (conservative and right-wing) mayor is very
pro-bike and dedicated a billion pounds to cycling infrastructure has
likely helped too.

It's nice when bike infrastructure is just considered to be a good
thing by politicians, and not a right-wing wedge issue.

It's also worth noting that London did most of its growing as a city
before automobiles, so the streets are pretty narrow and
car-unfriendly (a good thing in my opinion).
