[TheThinkTank] Bike corral policies

We're working with a large affordable housing building in our area (primarily East African residents) to get better bike storage. They've agreed to a secure, fenced area inside the enclosed part of their parking ramp. We need some sample policies--e.g. how to you control who has access to the corral, who gets to use it..... This should involve VERY little staff time. How do you avoid a large number of abandoned bikes after a year....Anyone have any sample policies we can share? ..............
