I think your concern is definitely valid. I have a middle aged friend who lost a finger between the chainring and chain as a child. Any bike without a derrailier or something else to release the tension could do it. A fixie on a stand is a particular concern. If it gets spun up it won’t stop fast because of the momentum of the wheel.
Some years in the past I did find a nice strong chrome plated one for a kids bike so they may still be out there. I have no idea who the supplier was though.

I am afraid that single speed bikes without a chainguard are a potentially unsafe for a younger rider and I will not give them out.
