[TheThinkTank] Need Tennant Bike Policies for a property manager

We're working with the management of a large low-income housing project to get better bike parking for tenants (They've agreed to convert a parking space in an underground garage to a bike corral). They need policies for how to provide access (who gets keys/security cards) how to decide when a bike as abandoned....)

Any suggestions on where to find policies to copy.

(I've tried asking the list once before but haven't found an answer yet.)
