I don't have much time to spend on this, but if people really want the ideals of the first sentence to do what it says, they'll leave the second one out altogether. Bob mentions the kind of organizational structures he likes (actually what I like, too) but my point is that the "community bike shops" mentioned in the first sentence could have any and all types of structure, based on their needs. I think that ultimately that is a good thing, and putting something in that implies a single type of organization (decentralized or not) limits the mission statement.
I do like the idea that people not re-invent what others have already done, though. I think this is a major problem for us, and by us I mean bike education and repair orgs in general. (major because I see it a lot, and a problem because we're doing work we don't have to)
Various people have come by NBW and burned our lesson plans to CDs on a regular basis over the past ten years. Some are anarchists, some are cops, most are somewhere in between.

I really like the first sentence. Could the second sentence be something like, 'improve a bigger wheel as well as reinventing smaller ones', or even just, 'improving the wheel one shop at a time,'. or????
The issue is I like lots of small stuff instead of fewer bigger stuff, and also we are always tinkering with small wheels, making new things at our shop.
