Here in Baltimore we cut back an hour during winter hours.

wed/thur: 6-9pm
sun: 1-4pm

but yeah, I think if you feel like you should give your volunteers a winter break you should;  Rather it be 11 months of solid energy than 12 months of hurt feelings you know?  standing in the cold concrete garage during January contributes a LOT to burnout (in my experience.)

In Portland, we have customers all year.  It does decline a bit in the winter though.  Currently we're still running our "summer hours" schedule.  Unless a volunteer drops their hours, it seems like we'll keep them going as long as possible.  Many people come in to the shop for fenders, new brake pads and to clean their bikes during the rainy months. Bike Farm has had winterizing programs in the past, but we don't currently have one in the works for this year.
