This is a great question. The CSPC has a website with a surprisingly in-depth list of bicycle recalls. Search results are downloadable in CSV format.
https://www.cpsc.gov/Recalls However, search results, especially for older bicycle products are somewhat incomplete when searched with only the term "bicycle" (does not yield the Scott fork in the database).
In answer to your question, perhaps printing and posting the merged, abridged and updated list for mechanics to reference periodically? Alternatively, a mechanic or other staff could review the bikes in batches to ensure that they and their parts are not listed? Maybe both are good ideas with a special emphasis on recalls due to safety and which pose a grave danger (identified via highlighting?).
