Godwin, hi.
And, thanks. I'd like to hear how things worked out at Tsuu T'ina.
I'm in Winnipeg. (Bike Dump, yay!)
Last year I set up a small school shop in Grassy Narrows, NW Ont.
And, for five years I've been teaching bike mechanic skills to kids at a specialized school in Winnipeg. Most of the students there were of First Nations heritage.
I'm not necessarily reaching out to a specific community. There has been some interest come up among First Nations educators around here, and they're asking me to tell them more about community bike shops. My hope is that more communities could benefit from the potentials for skills development and support of fitness and activity options that a community bike shop could offer.
As with any shop initiative, though, there are lessons to be learned
along the way in organizing and operating such a creature. That's why I would like to learn from other experiences of First Nations communities.
Cheers. Daniel.

From what I remember there was a reserve close to Calgary that was thinking about starting up their own diy shop, I think it was on the Tsuu T'ina Nation. I might be able to get in touch with these folks if I ask around a little if it would help.
Where in Canada are you? What exactly is the community you're trying to reach out to?
