Ironically, I have recently agreed to get the BICAS 'outreach materials' in proper order and post some of them on the BCN Wiki. That would certainly include the bilingual manual. Sorry that I've been flaking on it for the past month. If anyone has specific/pressing interest, BICAS has a grant that funds us to distribute (photocopy and mail) said 'outreach materials'. For a list of what those can include, email me off list.
