Talk to your municipal and county Parks and Rec folks.  If your local gov. has a bike ped planner, seek them out.  Have a clear message about nonprofit org. providing programming to the community which is not currently available due to tax revenue shortages. Outreach to underserved populations, wellness and intergenerational opportunities.  Safety classes, bike registration, etc...

Then ask, how much do the Little League, Pop Warner football, league soccer nonprofits pay in rent/use fees...   For a concession stand with kitchen often, but at least a field that needs regular(and expensive) watering, mowing, fertilizing.  

Compared to the demands those youth only activities place on city revenues,  your request of an 800 to 1400 square foot underutilized garage or storage building will seem like a compelling partnership or collaboration.
