Can I suggest looking to a Sears/Kmart (same company now) that may be closing, and buying their bike rack.
Many of their stores are closing, and it’s my understanding that people who buy the fixtures often don’t want the bike racks.
From a kmart that was closing in our area, we got a free standing rack that holds 75 bikes for $300. We spent an additional $400 or so for a u-haul and parts, and much labor is involved.
But, this thing is a monster, and very configurable. We didn’t want to stack bikes three high, so we broke ours up into two racks and could probably get more than 75 bikes on it.
I am told that when new, these go for $8,000.

The Silicon Valley Bicycle Exchange built a number of freestanding bike racks from wood. They're not much different than the average rack you see by a school, but are two-sided so can hold about 16 bikes or so if you alternate front and rear wheels. Obviously you could determine the length.
If you're interested in learning more, I can snap some pics next time I'm down there, and measure the lumber used.
