Yes, Yellow Bike Database is Free/Libre and Open Source Software.
Also, there is Bike Tree that is built on top of a GPLed version of PHP Point Of Sale 9.1 (later versions are now closed source); Bike Tree is currently not actively maintained, although interested developers are encouraged to change that status.

That being said, I recommend Positive Spin's fork of the Yellow Bike Database which I develop. Austin Bikes uses it with paid staff, and produces reports with SQL Views; while this is not a requirement for Positive Spin, the capability is built into the code base.
You may not know it, but Positive Spin has a history with your organization. Our former landlord (BOPARC) sent people up to your facility to be trained on how to operate an Earn-A-Bike for at-risk kids. The program was stunning success, and ironically, for that very reason had to be discontinued due to the inability to find enough staff.
Anyways, send me an email off this list if you want to go into detail about what your organization requires for a POS.
