We store our dirty rags in a small galvanized trash can with a lid. Piles of rags can spontaneously combust when fumes build up withing the pile, so a safe way to store them when not in use is in a fireproof container, sealed with a lid, to prevent any significant flow of oxygen.
Our clean rags get kept in a separate bin. Eventually they all end up in the dirty bin, of course.

ps - I wanted to send a shout-out to the austin yellow bike project.
When I was there a year or so ago, I attended one of their meetings and thought that their approach to making rags was pretty smart. At the start of the meeting, they hand out scissors and tshirts to the folks seated at the meeting and cut up rags while the meeting is going on - seemed a great way to multi-task.
