reCycles in Ottawa, they've been around since 1994 and have staffing resources that are funded by the university.
The Bike Chain at university of Toronto serves a large number of students and receives $1 from every full time student as a levy (there are over 33000 undergraduates).
Community Cycles in Boulder, as far as I understand it is not officially tied to the university but is very friendly and receives a large amount of their business from CU-Boulder, I'm sure Rich or someone else here could speak further on that.
