Bicycle performance troupes are rad, but not so helpful if they're not in your area, huh?  You could try soliciting other theatre and performance artists (clowns, circus peops, dancers, etc) to create a simple performance for the event.  In my experience, performers are generally stoked for the opportunity and happy to develop a short piece.
