At the Bike Depot in Denver we have a recycling service that employs developmentally disabled adults that picks up all our recycling (the city does not do this for free for businesses).  We set up a deal where give them both our tires and our metal recycling, so we all break even (pretty much) and don't have to pay anything.  We give our tubes to Green Guru, and they give us used tire liners they are donated.  We have a good thing going on now, but it has taken years to finally find a solution for tires.  The recycling places around here charge the same for a bike tire as a car tire!

In Alberta, the Alberta Recycling Management Authority takes tubes and
tires for rubber recycling. So we have tire recycling cages located at both
of our shops. (Part of the reason they're able to offer the service is
because of us: the retail bike shops don't throw out nearly as many tires
as us.)

For details about how they do it (if you want to get tire recycling in your
own region), contact them.

Regarding MEC, they asked us, even though we had a partnership agreement with them, to stop dropping off our tires years ago because we had so many.  Since then we pay $1 per tire to have them properly recycled (by the same company that picks up theirs). I think we spent about $1200 doing so last year, and since we can afford to do so we shall continue.

Here in Ontario there's the https://www.ontariots.ca/sp/index.html (Google "tire stewardship program" and you'll find more for other places), but they currently do not accept bike tires. I asked my MPP about this, and even got a reply from the Ministry of the Environment saying, as I already knew, that bike tires were not included in the current project. Thanks guys...

I heard the British Columbia got bikes tires added to their program, and would love to find out how they made that happen.
