We've been having this same question for several months at Recycle Ithaca's Bicycles. What we're doing is hanging bikes on the wall vertically by the front tire - the commonly sold retail thing - but we just use a 2x4 and $1.18 hooks from the hardware store.
This doesn't solve the fact that we need to use our vertical/overhead space, however, as we have ceilings that are quite tall but a room that lacks a lot of floor space. For that, we are currently looking at replicating in 2x4's and carriage bolts a commercial storage system used, as far as I know, only at Target stores where the bike is raised and lowered by a sort of cantilevered arm (less complicated than it sounds). If you're curious just go to target - the system is very cool.
We're resorting to this because not every volunteer is strong or agile enough to lift a bike that high, or climb a ladder with one, and also climbing ladders with bikes is a big safety hazard.

Here's our version of an A-Frame hanging bike rack. 2x4's, conduit, rafter hooks (bent sideways). Cheap, flexible, scalable. Bike Walk Wichita https://flic.kr/p/21K8msj

We at the Elyria (Ohio) Bicycle Education Center are pretty new to much of how to run a coop and shop. We appreciate the collective intelligence being shared here.
We are looking for a good and inexpensive way to display bikes in our front 'sales room' without relying on kickstands to hold up the bikes (some have'em, some don't).
Willing to build wood racks or whatever but have not seen anything reasonable yet.
Any suggestions?
