Cycles for Change in St. Paul, MN implements a Bike Library program; it's less like a short-time "bike share" program and more of a program providing bicycles for long-term (seasonal/6-month) use for low-income community members. Our coop has been approached by several organizations wanting to obtain a
number of bikes (from a few bikes to a fleet of similar machines) to start
bike shares or bike libraries.

Do any of you have any experience working with this type of request? Has
anyone supplied bikes for this type of purpose?

It is likely that it is beyond the scope of our mission and our supply of
volunteer help for such an endeavor. We were considering putting together a
list of recommendations for groups wanting to compile a bike share/library
system. Do any of you have this type of document or handout and can share
with us?

There is a significant service component to a bike share program. Bike
library's need initial builds, repair, redistribution and maintenance. Your
bike program might be able to provide that service, generating excess $ to
fund other programs.
