It was called the "Bicycle Commuter Act" and the LAB has more details (http://www.bikeleague.org/news/100708faq.php)
 
In a nut shell, this is a tax break for the employer, where they don't have to claim up to $20 per bike commuting employee per month.  So this is a break the employer gets and hopefully passes down to the employee.  It is NOT something where individuals can call up the IRS and ask for $20 a month.
