We have an old version of the Dero outdoor repair stand outside our shop. (Dero donated it to us when we were just starting up--it was their discontinued model THANK YOU DERO!!!!) We put a roof over it and a light above it. It is available 7/24 all year (we do shovel the snow for easy access). No security cameras or anything. In an industrial area on a route to a major bike trail to downtown Minneapolis.
We have had minimal vandalism. For about the first 15 months, the only vandalism was some kid coming by and braiding the cables together. This winter we lost two tools (cables were cut). No other problems.

I would borrow some ideas from this:
I've seen that in person at a local university and it seems pretty well designed for a standalone, durable solution.
