My favorite is in Arlington because it is kid-based, Phoenix Bikes. But there are also great things going on in bikey DC for you/your friend to get involved in -- the Washington Area Bicyclists Assn (WABA) has an awesome Women in Bicycles group, and a mission to spread the biking gospel all over the city. They have a particular interest in spreading biking east of the river (EOTR) in the traditionally underserved neighborhoods.
