At Plan B, we have an old iBook with no internet connection that we host a server on and run a modified version of Austin Yellow Bike's log-in system.  There is no built-in email capability or any function to export data to a spreadsheet, but both of those can be accomplished through other software.  Setting it up will take more work than using FreeHub, but shouldn't be too difficult for anyone who has any experience with php and mysql. Email me if you want to try it out.
