At MoBo in Cincinnati we had a deal with the local Shiners where they'd give us a donation of helmets, and we'd donate $5 per helmet back to them each summer. They were ONLY kids' helmets, though.

Only issue I see is shipping.  Would the company ship to multiple locations?  Or would all the helmets go to one place, and then it is on that bike collective to then re-distribute.  

I can see that there are issues.  But I think we're pretty smart and we could figure them out. 
Maybe an issue to discuss at bike bike!
