Do you want to buy tools or get them donated?  Make a list of tools before you talk to anyone, and ask for an extra set so that you have replacements on hand when something breaks, goes missing, or is getting warrantied.  I would suggest getting all the non-bike specific tools ("hard-line") donated by a non-bike tool company.  Those would be your box wrenches, screw drivers, allen wrenches, bench vices, etc.,..  And then raise money to buy the rest.  There are only a handful of bike tool manufacturers out there, and park tool corners the market on certain tools -- so they get hit up for donations all the time.  Once you have some money raised up, you can contact a distributor directly or contact your local bike shop (LBS) to place a tool order for you.  Either way, distributors sell things at 50% of the MSRP.
