Thanks.   Definitely a worthwhile read.  My TLDR summary is safe space is not the same as comfortable space.    Learning and doing social justice work involve risk and challenge.    Sometimes safer space ground rules can be used to uphold or prevent challenges to mainstream identities and power (white, cis, male)  by marginalized groups.   One possibility is to reframe safe space as brave space and use the discussion of what this means as a tool, rather than treating it as an end point.    A lot of this may apply more to classrom learning spaces than to bike shops, but it could probably be adapted.
