I am curious about this also? I did some digging and is this the Minnesota program you had mentioned http://www.bikewalktwincities.org/ambassadors . Seems interesting. I think it should also include how easy and affordable it is to maintain a bike versus a car, also how it can go beyond the reach of the MARTA or other forms of transportation that your city might provide
