Talk to the good folks at africycle.org. They've got lots of experience shipping containers of bikes to Malawi.

Community Cycles in Boulder ships, mostly to Africa with Village Bicycle Project. We've shipped to other places through other orgs, but some aren't as likeable nor professional partners. VBP and Dave Peckham are rockstars. They'll take all the department store bikes some places may or may not touch with a ten foot pole and all the one piece cranks you can come by, but what makes em awesome is that they start community bike shops where they deliver, teach bike mechanics, create gainful employment and successful bike commuting, oh and empower women to do all of the above too.
There's a few others around that do this too, but VBP really has been our best collaboration and who we've been most impressed of in regards to carrying out their "we promise to do this with your bikes".
